President

Kevin Johnson, Sr. - Retired DPS, Active SPO 

Kevin Johnson Sr is a retired 28-year veteran of Maryland law enforcement. Throughout his career he has been a part of and assisted in the investigation and detection unit at the state level. Sargent Johnson was educated in the Baltimore City Public School system and is an alumnus of the prestigious Baltimore City College. He did undergraduate studies at Morgan State University. Sargent Johnson received his initial law enforcement training at the Maryland Police and Correctional training academy. He graduated from the academy in the top 5% of his class and received a gubernatorial blue-ribbon honor citation for his outstanding academic performance. Sargent Johnson has also been recognized with numerous awards throughout his career to include the State of Maryland Governor’s Citation Award for Officer of the Year for outstanding service twice, the State of Maryland Achievement Award, Perfect Attendance Award for over 20 and dedicated Service Award for 28 years on the force. Sargent Johnson helped facilitate workshops for law enforcement officers which included the following: Understanding Gang Signs and Symbols, Forensics in the 21st Century, Criminal Street Gangs presentation and Use of Body Cameras Pros and Cons. He is a former 2011member of the Maryland Police Training Commission, the Pennsylvania Sheriff Association, the Maryland Sheriff Association, Past President of Maryland Law Enforcement Officers Association, FOP lodge 76. Continues as President of the International Police Association Maryland Region 16.

Dwayne Chambers - Retired NYPD, Active MSU

Dwayne Chambers was a Morgan State University Police Department appointed. Dwayne rose to the rank of Deputy Police Chief in January of 2020. Prior to being appointed to the position of Deputy Police Chief, Dwayne Chambers was an Internal Affairs Investigator for the Washington D.C., Department of Youth and Rehabilitation Services. Dwayne is a native New Yorker who started his career in law enforcement with the New York City Department of Investigations as an investigator in 1987.  In June 1, 1989, he joined the City of Burlington North Carolina Police Department where he spent 18 years and rose to the rank of sergeant. Dwayne is alumni of Johnson C. Smith University (Class of 1983) located in Charlotte, North Carolina where he attained his B.A. Dwayne has earned a Master in Business Administration from Pfeiffer University ( Class of 2006) which is located in Charlotte, North Carolina. He is a Proud member of Omega Psi Phi Fraternity Incorporated and belongs to the National Organization of Black Law Enforcement Executives and the HBCU Law Enforcement Executives Association. Dwayne believes in developing community partnerships, engaging in problem solving and implementing community partnerships with the students, staff and facility that live, work, and study on the campus of Morgan State University. Now is the 1st Vice President of the International Police Association Maryland Region 16

William King - Retired BCPD, Active Court Bailiff

William “Bill” King joined Baltimore County Police in September, 1974 and after the academy was assigned to Essex Station, not precinct 11 from January 1974 to 1989. In 1989 bill transferred to Eastern Traffic still worked Beautiful Essex on the Bay. After retiring in 1996, as a patrolman, In July, 2018 then became a part time Bailiff at the Essex District Court. As you see, you can take Essex out of the boy but he will always come back. His main hobby for the past 45 years is collecting police shoulder patches from around the world. He begin to limit his collecting to patches from the state of Maryland and sheriffs from across the country. So far he has amassed about ¾ of the 3100 sheriff department in the US and has one of the top 3 Maryland collections with over 2500 different. Still looking for more as the styles change and special unit patches are made. Between 1998 and 2022 Bill was a delegate at both the National State FOP Conferences, and was one of the longest serving delegates at Baltimore County Lodge 4. Now continues on as the 2nd Vice President of the International Police Association Maryland Region 16

 

Treasurer

Warren Tom Roth - Retired MDTA

Warren Tom Roth became a police officer in 1968 for Baltimore City Police Department. In 1973. He began his career with the Port Administration  Police in 1975. He retired in 2013 after 43 years of service from the Maryland Transportation Police holding the rank of Sergeant. He has been a member of the IPA since 1977. And has been the Treasurer for the International Police Association Maryland Region16 since 1998

Graham Campbell - Active BPD

Graham Campbell is currently the Deputy Chief for Data Driven Strategies for the Baltimore Police Department.  In this role he oversees a division responsible for intelligence and analysis.  Prior to that, he worked for ShotSpotter in both operations and customer success. At the start of his professional career after college, he was a police officer in the NYPD for 5 years, working patrol and plainclothes in Harlem. Now the Reception Officer for the International Police Association Maryland Region 16

Jeffrey Stephens - Retired NYPD, Active DPSCS

Jeffrey Stephens is a retired Detective from the New York City Police Department. He retired in 2005. He started his career with the New York City Housing Authority Police Department in 1986 where he had many assignments that included Patrol, FTO, Anti-Crime and Narcotics Enforcement Unit. In 1995 , Mayor Giuliani merged the New York City Housing Authority Police Department along with New City Transit Police Department with NYPD where he was assigned to the Organized Crime Control Bureau-Narcotics Division until he transferred to the Detective Squad in 1997 and remained until his retirement.
Since his retirement Jeff has remained in the Criminal Justice field and is now working as a Pretrial Release Case Agent with the Department of Public Safety Correctional Services . Now the Secretary for the International Police Association Maryland Region 16

Christopher Powell -
Retired AACOPD Active Investigator

Christopher Powell has served in the Law Enforcement field for (24) years. He started his career in the Baltimore City Police Department in June 1990. He was a patrolman in the Northern and Southwestern Districts of the city, before he lateral to Anne Arundel County Police Department in April 1995. In Anne Arundel County, Maryland, Chris patrolled the Brooklyn Park, Crofton, Glen Burnie, Laurel, Odenton, Severn, Severna Park, and Pasadena area. During his tenure with AACOPD, he worked as a Detective in the Criminal Investigations Section; Missing Person Unit, Narcotics Unit, and the Pawn/Scrap Metal Unit. Chris retired from the Anne Arundel County Police Department in June 2014. He is now a part-time tour bus driver and a civilian contractual background Investigator for Anne Arundel County Government. Now the Reception Officer for the International Police Association Maryland Region 16

 

Health and wellness coordinator

Carol Hartel

For over 25 years, After the passing of her husband who was a Baltimore City Police Officer and a IPA member, Carol continued as a member being dedicate to the membership faithfully serving as Health & Wellness coordinator. She has a key role in the organization with a true passion and is well received in the region. She continues as the Health and Wellness coordinator for the International Police Association Maryland Region 16
